Notting Hill carnival always runs on the last weekend in August, over the Bank Holiday Weekend, with the main carnival days being on the Sunday and Monday. Notting Hill Carnival is free, and it is the biggest arts festival in Europe and the second biggest carnival in the world, second only to Rio.
It is not always adviseable to try and get to Notting Hill Carnival by regular means of transport as tube stations are sometimes closed and diversions are in places (for buses etc), it is adviseable to plan a route a day or two before, using the website / internet for advice.
