Lord Brougham, lord chancellor of England discovered Cannes by accident, in 1834. He'd stopped off at Nice, when a cholera epidemic broke out, and moved onto Cannes. He enjoyed it so much, that he built himself a villa there. He went back every winter, until his death in 1868, and "he proselytized" it so much in London, that a long line of British visitors followed. Then, in the 1890's Cannes became very popular with the Russian grand dukes. A writer affirmed that the Russian returned as "refugees in the 1920s". The author of this review claims that "for many" Cannes consists of only this one
